Assaults by Boston youth ‘terrorizing unsuspecting residents’ proceed downtown; police can’t make arrests as a result of many suspects ‘too young’

Boston’s mayor and regulation enforcement officials are struggling to deal with a string of at the least five violent attacks involving juveniles “terrorizing unsuspecting citizens” which have occurred across Boston.
